Update on TCOG stimulus fund and Weatherization funds available

More families now qualify for federal weatherization funds that make their homes more energy efficient, providing better comfort and lower utility bills. Texoma Council of Governments is urging middle and low income families to apply for the program because the funding must be spent by Aug. 31, 2011.
TCOG announced this week that it now has more funding through the federal economic stimulus program allocated by Congress in the 2009 American Recovery and Reinvestment Act.
TCOG Executive Director Susan B. Thomas announced that the agency has received additional funding through the U.S. Department of Energy. In July, Thomas informed her governing board of $7.47 million in stimulus money that has or will soon come through TCOG since Congress passed the stimulus act. This does not include more that $19 million in Grayson County highway project funding and other funding directly to entities like school districts.
Weatherization
"This funding will expand TCOG's existing Weatherization Assistance Program (WAP) and increase the number of clients the program is able to reach," Thomas said.
WAP provides low to moderate income-eligible homeowners and renters with weatherization applications that reduce utility costs, address air infiltration and increase energy efficiency, TCOG states in a press release.
While the Recovery Act funds are available, the income limit for eligibility increases from 125 percent of federal poverty guidelines to 200 percent. That means a one-person household with a gross income of up to $21,660 can qualify for the program. A family of four with a gross income up to $44,100 can also qualify.
TCOG's WAP program serves clients across 15 counties including TCOG's tri-county region of Cooke, Grayson and Fannin, plus 12 additional Northeast Texas counties.
The Texoma Council of Governments is a voluntary association of the local governments in Cooke, Fannin, and Grayson counties.
Either directly, or through contractors, the Council provides housing, utility assistance, and weatherization services for low-income citizens in the region. The Council also facilitates the delivery of grant funding for homeland security, criminal justice, and transportation needs.
So far, Thomas reported at TCOG's governing board meeting that by June 10 it had expended $1.5 million of the $5.8 million it will have to spend in the 15 counties for weatherization of homes. The money was awarded in two $2.9 million contracts and must be spent by Aug. 31, 2011.
The money is spent with specially trained and supervised local contractors in each of the communities to derive the most economic benefit to local communities, Thomas said when the program first began. ARRA also contains specific "transparency" requirements to enable the public to see how and with whom the money is being spent.

During the July TCOG meeting, former Denison mayor and President of TCOG Bill Lindsay asked Thomas where TCOG stood with the weatherization program. "I know at one time we were the only agency actually doing the weatherizations," he said.
Thomas smiled and said, "We are no longer the only one, but we are by far the best in the state. Our guys trained the state agency how to do this. They really are the cream of the crop."
Thomas said just as ARRA highway funds went first to "shovel ready" road operations, the weatherization funds went into motion faster in the agencies that already had weatherization programs up and running as TCOG had. In fact, TCOG has another weatherization program in progress that is funded through a program other than ARRA.
Other spending
Among the other TCOG programs or programs funded by grants on which TCOG employees consulted were $62,589 to Meals on Wheels of Texoma (formerly Tri-County Senior Nutrition Project); $847,827 in pubic housing capital program (which matched part of $1.9 million in local money); $100,000 Homelessness Prevention Program; $199,393 in contracts between the state and recipients of Criminal Justice: Justice Assistance Grants; $56,384 Criminal Justice: Violence Against Women Formula Grant in a contract between the state and recipients; $51,000 in Criminal Justice Interlocal Agreement fee-for-services agreement; $354,456 in Community Services Block Grant Program funding.

Raised, I asked a question about what taxes were raised upon you this year and all you could give me is "well if this was a tax this year, it would have cost me $700"? This is more of the sky is falling conspiracy theory garbage that I hear from your investigative reporter Beck. I heard a guy say one time that if "ifs and buts were candy and nuts we'ed all have a Merry Christmas". If your taxes were higher this year you would have something to complain about now, but they are not. Next year may be a different story, maybe not.

Hyperbole is lost on you. I hope you realize that Beck, O'Reilly, Hannity, Limbaugh, et. al are entertainers don't you? Their sole purpose is to get folks like you so riled up that you keep watching/listening to them (and pay their bills through advertising). You posted yesterday about a VAT. That is the next boogeyman that they are getting you stirred up about. You mentio today the tax cuts about to expire. Well if they were such a great thing and intended to be permanent, why didn't your hero bush and the Republican congress make them permanent? And if they were intended to be extended again, why didn't they cut spending to compensate? As for the current deficit under this administration, the biggest increases have been for truly temporary items (TARP and stimulus bills). My belief is that the current administration is trying to get the economy restarted and find a way to get back to fiscal responsibilty which was where we were headed before the previous administration came in to power.

Miguel, my parents never owned a home until I left home. No, we never had a lot of debt because my Democratic dad believed in living on a budget. My dad was a blue collar guy so there goes your comment about being born into wealth. We never owned a new car. I had tennis shoes for school and dress shoes for church. No more than 3 pair of blue jeans at a time. How much more do you want to know? So what if some kids were born into wealth. There parents did something to put them in a position to earn more money. I did something like work my buns off and succeed with my company, invested in my 401K as did my wife thus we have a comfortable lifestyle. She came from even lower income circumstances than I did. You see Miguel, I don't have a lot of compassion for people who don't do anything to better themselves and attack those who have...it's called class warfare which Washington likes to promote. Most everyone with wealth today worked for it. Yeah, some might have inherited it but the people I know worked for it, paid their taxes, their mortgage, etc. As for taxes, the idiots in D.C. keep whittling away at our deductions thus I pay more taxes. We will have a 3% tax increase plus capital gain/divident increases next year unless Obama extends the Bush tax cuts. Next year, medical deductions will be affected. You will have to eat the first 10% of AGI vs 7.5% this year. That would have cost us another $700 in '10 if our out-of-pocket expenses stay the same. These pompous, arrogant politicians never tell us what's in these bills. Thank God for Beck and others who dig it out for us as do I. The sky's not falling you say. Everything Obama has done is "if we don't do it now", etc. We have heard it over and over. I simply do not believe him or most politicians, both sides.

Raised, I suppose you have absolutely no personal debt, no mortgage, no car payment (and neither did your Democrat dad). This obviously means that you are among the few people in this country that were priviledged with wealth at the beginning of your life. For the rest of us, we have debts. We borrow money and pay it back (my wife and I both work and do not require handouts). Have you actually ever looked at the history of the US debt and deficit spending (rather than listening to political pundits)? If you had, you would realize that the sky is not falling as you want to contend. All that you want to do is rail against the current administration. As Made said earlier, actually look at deficits and spending in relation to GDP. And by the way, please show me what additional taxes have been levied upon you in the last year. My taxes have not increased.

It appears to me that you have no problem with all the spending going on. Either you are the truthteller or Washington and the news are liars when it comes to the debt. Whatever it is, we can't pay it. Today, there is a news article about the VAT, Value Added Tax, which will no doubt hit us at some point. You seem to have no problems with higher taxes. These idiots have created this mess, both sides, got it, and you will not bring yourself to offering up any criticism of all this spending. These aren't "talking points", this is what my Democratic dad taught me growing up in Denison...you don't spend more than you earn. Washington is so out of control they throw money at every problem. If you can't see that then the America I grew up with is doomed depending on how many people think like you...those with their hand out. No pride, no shame.

Raised - Beck much? I don't know what facts that Made in America stated that you are trying to refute. Instead of discussing whether deficits/debt really matter, all you want to do is spout off about Obama. I really wish that you would check your facts about the debt. The US debt HAS NOT quadrupled in the last two years. What has quadrupled is the amount added to the debt each year (instead of 1/2 trillion a year under the last year of Bush, more like 2 trillion per year now). As for using the stimulus money to make everyone in the US a millionaire (boy you really are a socialist), 787 billion divided by 300 million people in th US comes to roughly $3000 each. Not many millionaires in that calculation. My point to you with this little diatribe is that facts are a wonderful thing if they are facts instead of talking points used to incite fear in the masses.

Wow, you should apply for Christene Romer's job as one of Obummer's economic advisers. You got your facts wrong. Bush added to our debt but OBAMA HAS QUADRUPLED THE DEBT. At least be factual. If what you say is correct that the debt doesn't matter, then why not take the stimulus and make everyone in the U.S. a millionaire with plenty left over. What was it 787 Billion? Maybe they will spend it and get our economy moving again. Cash for clunkers, cash for caulking/weatherizing, cash for this, cash for that. It ain't working. These idiots throw around billions like it was dollar bills. Most of us could find waste in govenment spending...why can't they? How about all the stupid grants we read about. One is for some $140K for a group of college students to go overseas and research dinosouer eggs and their impact on our future. You kidding me?

I suppose Mr. Washburn that instead of using this money to encourage people to weatherize their homes and reduce our nations oil dependency, you would prefer to continue to incentivize large oil companies to continue to search and drill for oil? Instead of redistribution of wealth as you call it, you would prefer to continue to increase the profits of the oil companies?

Liberals use religion to push their "socialist" agenda? In some cases that may be so. However, it is just as evident that conservatives use religion to push their reactionary agenda. If Jesus didn't want the government to help the poor, perhaps he didn't want the government involved in abortion either. Maybe it is time to rid our society of all these socialist ideas like government funded/operated sewer and water systems, streets, highways, universities, medical and scientific research etc. Then of course, there is the matter of all phases of law enforcement etc. Folks should not rely upon laws of man and cops to keep the peace or investigate murders. It should be every man for himself. Hey, why not reinstitute slavery? They had plenty of it when Jesus walked the earth. Heck, some of our beloved founding fathers were slave owners too. So you would think it would be ok today. But nooooo, big brother government stepped in and denies us the right to be slaveholders! And what socialist came up with this womens right to vote idea? Or not allowing 8 yr olds to work in coal mines? No generation has been without those crying about the sky falling, and therefore I am not sure it is possible to go back far enough to a time when we could be without the poison of these socialist ideas that have been ruining our country. We can only speculate about what Jesus would do or say in these times. However, he was very clear about one thing: A rich man has a better chance of passing through the eye of a needle than he does to enter into the kingdom of heaven.

Not sure I understand everything you are getting at but it is evident that the liberals have decided to use religion to push their socialist agenda. Jim Wallis is Obama's faith advisor. In Wallis' own words is that he believes Jesus taught Social Justice. I would like to know where? Taking care of the orphans and widows? Yes, but by Christians and the church..not government. Wallis was part of the SDS, Students for a Democratic Society back in the radical '60's. These people were tied to the Weather Underground who were quite militant and did some bombing of the U.S. Some of these folks are part of Obama's agenda. Wallis has also stated that he believes in "redistribution of wealth". This administration has an agenda and it's to take from those who have worked hard and succeeded in life and give to those who haven't. America is the land of opportunity to succeed or fail. That's our choice. I happen to be a Christian and strongly believe that God opened doors for me because I had a desire to succeed. I have been blessed beyond measure and I give Him all the praise and glory and yes, I do believe we are to help those less fortunate and believe me, we have. However, people should not look to the government for a lifetime of support. That is not Biblical.

I have zero hatred in my heart for Mark.
Just because my message is on point doesn't mean that it is disrespectful. To be honest-there is not a lot of original talk when it comes to politics.
I think it is presumptuous on anyone’s part to assume what Jesus or God would or wouldn't do - and then tie those OPINIONS to federal funding or who is currently in Washington.
People feign empathy in conversation and then speak from a self-serving, condescending posture. Their faux-humility used as a cloak for their hammer interpretation of God's will. Agree with them - then it's a hearty amen. Disagree - it's a tsk,tsk and "we'll be praying for you".
From this position they do and say a lot in the name of God - when at the end of the day...it is just their opinion.
Like I've said before in this conversation - sounds a lot like a Pharisee to me.

I have reread all the posts between you and Mark. I sense some deep seated hatred against people who disagree with you. I even sense you are those in religious circles who will attempt to say that Jesus would do all these things you promote. Yes, he would tell us (not the government) to assist those in need but he would also tell those in need to get a job if they were physically able. God is a loving God but He does expect His children to be responsbile. I don't want the money I earn to be confiscated by the government to use for their social engineering and to garner votes. Jesus would never condone that. It's all about responsibility and as always, leadership starts at the top and right now, we are woefully lacking in leadership in Washington. BTW, did I say we pay enough in taxes already?

I have voted since I was 21. I have been in the political arena for 42 years. I don't deliver meals on wheels because I am in a wheelchair and don't own a vehicle. I have never complained about the homeless under 75 and 82, do they exist? I goto a church, and I give what I can, that helps repair poor people's houses and gives away backpacks for school children. I minister to women and refer people to where they can get help or a job. I pray for the end of abortion and work in the pro-life movement. All for free. I was in law enforcement for 16 years. I know about crime and what causes it and every criminal is not a poor person, look at the thieves in Congress like Rangel and Waters, trust me Charlie and Maxine are for from poverty. When was the last time you led someone to Jesus? When was the last time you prayed with tears in your eyes for sinners dieing and going to hell? Have you ever gave a rank stranger your last five or ten dollars? You judge me of a hardenheart, look in the mirror and know you don't know me enough to judge me. Oh by the way I do not listen to Rush Limbaugh or any man, I try to listen to God. As for the criminal justus system, quit pampering criminals and punish them not council them. Also when I could I worked with the jail chaplin and witnessed to the prisoners inside the jail. When have you witnessed to a jail prisoner, in their enviorment? I am very involved and know what I am talking about, obviously your are ignornat of me and hundreds of others that serve God and mankind not in the spotlight.

Here are some thoughts since you don't think Mark had any. Let's start with the idea that 50% of us can't take care of the other 50%. Let's add keeping the Bush tax cuts to include current dividend/capital gains taxes, cut corporate taxes. Everytime this has been tried by both parties it results in a robust economy. Yeah, I know, every few years we will have a recession....business cycles. I don't have a problem helping the helpless but not the lazy and those who do not properly prepare for life. Why should government get involved in "weatherizing" someone's home? Mark is right...everything Obama has done is "hurry, we must get this done now or we will fall off the clif". Be honest, this has been the plan for these radicals to finally be able to do what they have been chomping at the bit to do for years...redistribute the wealth. It never works and things will get worse if we give him a second term. God help us.

My guess is that you and your family has profited(unknowingly) from a number of grants.
My guess is you live in your own personal Rush echo chamber and haven't offered an original, self initiated though in years.
You don't step up to offer volunteer assitance to your elderly neighbors through Meals on Wheels.
You complain about the homeless under the bridge at 75/82 but don't agree on creating a plan to help them out.
You decry the crime rates in Sherman but don't want a grant to help the Criminal Justice system.
Finally, I'd like to see your voting record - because my guess is that you haven't voted in years.
What you do excel at is just having a hardened heart and no involvement (other than complaining) in your town.
My idea for you is to...move away.
